Information about the development of a new Waste Plan.

Why we need a new Waste Plan

The current Waste Core Strategy Local Plan dates from 2012 and some parts of it now need updating. 

Evidence to inform a new Waste Plan to replace the Waste Core Strategy is being developed. The new Waste Plan will set out how all types of waste will be managed over the next fifteen years. It will identify how much and what types of waste there will be, and what facilities we鈥檒l need to manage it the right way. The plan will also guide where those facilities should go. Once adopted, the plan will be used to make decisions on planning applications for waste development.

Developing a new Waste Plan will allow us to:

  • take account of up-to-date evidence
  • address government targets for how waste should be managed
  • plan for the infrastructure we need to enable re-use and recycling

What stage we are at

There is no draft plan yet. We are currently gathering the evidence we need to start preparing the plan. Two documents have been drafted that will inform the plan:

Waste Needs Assessment

This looks at how much waste is produced in Worcestershire, what type of waste it is, and how it鈥檚 managed. It provides the starting point for planning the waste facilities that may be needed in the future and will help us monitor changes over time.

Consultation on the evidence we have so far took place between 25 February 2026 and 15 April 2026. Whilst the formal consultation period has closed, you are welcome to get in touch on any waste planning policy issues.

What we'll do next

Consultation responses are being considered. We鈥檒l publish a summary of the comments received and how we intend to address them. We鈥檒l continue to ask for your views as the plan progresses.

We will publish a 鈥淢inerals and Waste Plan Timetable鈥 to let people know when to expect further consultation, and the Project Initiation Document will be updated to set out how consultation will take place.

The Waste Needs Assessment will be finalised and will become the definitive baseline evidence to plan for our projected future waste needs. The online waste sites map will be updated annually if our monitoring indicates that sites have opened, closed or changed.
