Worcestershire鈥檚 SEND Reform Plan sets out how the local area partnership will work together over the next three years to improve support and outcomes for children and young people with special educational needs and disabilities.
The plan builds on the improvement work already underway across Worcestershire, including:
- learning from the national Change Programme
- the Partnerships for Inclusion of Neurodiversity in Schools (PINS) programme
- local inclusion work
- co-production activity, and
- investment in local provision.
These initiatives are already helping partners to test new ways of working, strengthen inclusive practice, and better understand what children, young people and families need from the SEND system.
Our vision and journey
The Reform Plan brings this work together into a clear three-year journey. It is based on Worcestershire鈥檚 shared vision that every child and young person with SEND should be respected, included and heard, with the support, choices and opportunities they need to reach their goals and live a fulfilled life.
The journey so far has involved parents, carers, young people, education settings, health, social care and partner organisations working together to understand what needs to change.
Feedback and local evidence show that families want a system that is:
- easier to navigate
- more joined-up
- more consistent
- with support available earlier
- closer to home
The plan focuses on four key areas:
- strengthening inclusion across education settings
- improving partnership working, leadership and co-production
- improving access to specialist support and local placements
- making sure resources are used earlier, more effectively and more fairly
Over the next year, the focus will be on building on foundations. This includes developing and testing new approaches, strengthening governance, improving the use of data, and continuing to involve children, young people, parents and carers in shaping change. As the plan moves forward, progress will be monitored through performance information, quality assurance, financial measures and, importantly, feedback from children, young people and families.
The aim is to build on what is already working, learn from current programmes, and move towards a more consistent, inclusive and sustainable SEND system across Worcestershire.
Q&A session for parent carers
We are hosting an online Q&A session on Monday 13 July at 19:00, hosted by leaders from across the SEND partnership.
This will be an opportunity for parent carers to hear more about Worcestershire鈥檚 SEND Reform Plan, ask questions, and understand how children, young people and families will continue to be involved as the plan develops.

Monitoring progress
As the plan moves forward, progress will be monitored through performance information, quality assurance, financial measures and, importantly, feedback from children, young people and families. The aim is to build on what is already working, learn from current programmes, and move towards a more consistent, inclusive and sustainable SEND system across Worcestershire.
